The defect

Tires may not comply with strength requirements of federal motor vehicle safety standard no. 119, "new pneumatic tires for vehicles other than passenger cars". The non-compliance IS attributed to the use of a fabric in the top ply of the body which was lower in strength than specified.

The remedy

Tires will be replaced at no charge within 60 days of owner notification.
