The defect
Child restraint system failed to meet pre-impact buckle release force requirements and back support angle requirements of fmvss 213.
The risk
Belt could be more easily unlatched than expected. Also, due to back support angle, child may not be properly restrained in the event of a sudden stop or accident.
The remedy
Install new buckle and strap and longer bolt for the back of seat.
