The defect

The windshield wiper/washer switch on the dash IS not illuminated, and does not comply with fmvss 101, "controls and displays."

The risk

During night operation, the lack of a light may divertthe attention of the driver, thereby contributing to an accident.

The remedy

Install a light over the wiper/washer control switch.
