  On January 27, 2023, the Office of Defects Investigation (ODI) opened PE23-001 to investigate allegations of A-pillar trim panel detachment on model year (MY) 2011-2019 Ford Explorer vehicles. At the time of opening, the office had received 164 Vehicle Owner Questionnaires (VOQs) reporting this failure. ODI has received 671 VOQs regarding this failure, including 1 alleged crash and 2 alleged injuries. Some consumers have reported that the failure occurred while they were driving at highway speeds, with the detached trim panel entering the path of travel of the vehicle behind them, requiring the driver of the following vehicle to take evasive action. It is noteworthy that motorists who experience this type of road hazard are less likely to accurately identify the subject vehicle the item detached from and report the event to the NHTSA. In its April 17, 2023 response to ODI’s information request, Ford provided 175 consumer complaints (including field reports) and 14,162 warranty claims related to A-pillar trim panel detachment. Ford relayed that the subject vehicles utilize a plastic A-pillar bracket, which is bolted to the vehicle structure during assembly. The A-pillar trim panel is attached to the bracket utilizing 7 plastic clips. Contributory factors which have been identified by Ford as leading to the subject defect include incomplete installation at the assembly plant, inadequate part stack up, damage to fasteners during installation, and failure to follow proper repair procedure during windshield replacements or other services. On January 19, 2024, Ford filed safety recall 24V-031 for MY 2011-2019 Ford Explorer vehicles to address the subject defect. In the Part 573 Safety Recall Report, Ford identified that a detached A-pillar trim panel can create a road hazard for other road users, increasing the risk of a crash. The recall remedy includes an inspection of the existing A-pillar trim panel and, if necessary, the replacement of the component. The remedy A-pillar trim panels will be installed with an additional adhesive for robustness and utilize an inspection procedure to ensure full engagement of all the retention clips during installation. In view of the recall action being taken by Ford, ODI is closing this Preliminary Evaluation. The agency reserves the right to take additional action if warranted by future circumstances. • 10251952For 2015-2024 Ford and Lincoln vehicles equipped with turbocharged engines and customer concern of an engine oil leak, refer to Workshop Manual (WSM), Section 303-00 for oil leak inspection and testing methods. Ford has evaluated turbochargers replaced for oil leak symptoms and although oil may collect on the external surface of a turbocharger, it is extremely rare for a turbocharger assembly to be the root cause of the oil leak. Careful inspection of the turbocharger oil feed and drain tubes should be performed along with the recommended WSM procedures as needed. Warranty claims for turbocharger replacement going forward will be assessed.
• 10251934During service and repair requiring removal and replacement of a crankshaft bolt and/or crankshaft damper, achieving proper torque of the crankshaft pulley bolt is critical. Incorrect torque may allow the bolt to loosen resulting in the timing gear breaking and engine damage. Replacement of the bolt is critical to the repair and accurately following the installation procedure in the Workshop Manual (WSM) Section, 303-01 is extremely important. The bolt torque procedure can be found in the crankshaft front seal removal and installation procedure or in the engine assembly procedure.

It is also not recommended to order a replacement module using a vehicle identification number (VIN) from a different vehicle. Most modules on these affected vehicles are VIN/vehicle specific and hardware variations between modules do exist. Swapping a module from a vehicle or ordering a module using a different vehicle/VIN can cause ineffective repairs and additional vehicle down time. Make sure all appropriate Workshop Manual (WSM) procedures are followed when diagnosing the condition prior to all module replacements and only order modules using the correct VIN.

This occurs when the vehicle has not been started for 14 consecutive days, battery voltage is at/below 9.5 volts or the body control module (BCM) 12 volt battery state of charge (SOC) drops below 50%. A warning may also set if the telematic control unit (TCU) has received an over the air update. The TCU powers down all communication when in this mode and app features are disabled. Manually start the vehicle to wake if from mode. More information is located in the app under: Account > Help > search 'Deep Sleep' in the entry box. If the condition remains, check the BCM 12v SOC. If the SOC does not change after charging the battery or after BMS reset is performed, continue with normal battery and/or BMS sensor diagnostics.
• 10216541Some 2018 Explorer/Police Interceptor Utility vehicles equipped with Police, Base 100A, or XLT 200A package trim levels (Type 1 analog cluster in the Owner's Manual) built on 08-May-2018 and through 05-Aug-2018 may exhibit a parasitic battery drain of approximately 250 milliamps with the instrument panel cluster (IPC) possibly staying awake with the key off. This may result in a no crank/no start/discharged battery condition. To resolve the concern, reprogram the IPC using the latest software level using the Integrated Diagnostic System (IDS). • 10216459Some 2015-2019 MKC and 2016-2019 Explorer vehicles equipped with a 2.3L engine may exhibit a vibration/rough idle when the vehicle is in drive (D) or reverse (R). The vehicle may also exhibit a lack of engine revolutions per minute (RPM), lack of acceleration on take off and/or shudder while driving. This may be due to the torque converter overheating causing damage to the torque converter as well as possible internal damage to the transmission. To correct this condition, follow the Service Procedure to replace the torque converter and specified internal transmission components that may have been damaged.

Recommend that the customer uninstall the app to ensure this is not contributing to battery symptoms experienced. • 10201080After extended idling, the high-speed cooling fan relay may fail in some of the affected vehicles. A failure will cause the fan to either continuously run or never turn on. A continuously running fan will increase the temperature of the relays connections (terminals) to beyond their design maximum. This may eventually create an electrical arc which heats and damages the relay terminals. Customers may experience a drained battery and a non-functional or even a melted/burned high-speed cooling fan relay inside the battery junction box (BJB). A damaged non-functional relay causing the fan to never turn on, may lead to engine overheating at idle.

This is considered normal due to the power saving features enabled while in transport mode. It is beneficial for battery life to keep the vehicle in transport mode until the vehicle is prepped for sale. To prevent a SYNC system lockup during transport mode deactivation, follow the Workshop Manual (WSM) procedure exactly allowing time for the SYNC system to complete its tasks such as fully booting up or powering down and shutting off before moving to the next step of the procedure. If the vehicle exhibits a blank screen or SYNC symptoms after transport mode deactivation, refer to WSM, Section 415-00 for normal diagnosis. The SYNC version can be confirmed via OASIS.

• 10194413Some 2018-2021 Ford and Lincoln vehicles may not be able to perform remote commands via the FordPass/LincolnWay App due to an erroneous deep sleep message. If the vehicle has been driven within 14 days and the battery state of charge is above 9.5 volts when the deep sleep message set, this is an erroneous message. Starting and running the vehicle will clear the message and allow the remote commands to function again. Inform customers that engineering is currently working on a solution for this condition that will be released via an over the air (OTA) update that is expected in June 2021. Replacement or reprogramming of the telematics control unit (TCU)/gateway module (GWM) will not resolve this condition. Monitor OASIS for additional information and schedule service appointments for customers once the repair becomes available.

Inspect FPCM connector, applicable grounds(F-150- G401, Expedition/Navigator- G403, Transit- G401, 2018-2019 Explorer G302, 2020-2021 Explorer/Aviator- G407) and confirm FPCM connector (F-150- C4336, Expedition/Navigator- C433, Transit- C433, 2018-2019 Explorer C3239, 2020-2021 Explorer/Aviator- C4033) is fully seated prior to performing PC/ED diagnostics or replacing any components.
• 10187930Some 2018-2020 Ford and Lincoln vehicles equipped with TCU and WiFi Hotspot, May display Vehicle Hotspot feature not enabled on this vehicle when attempting to enter the Hotspot menu. When using the FordPass/Lincoln Way application, the customer may receive a message saying Wi-Fi has been disabled from this vehicle. Check the vehicle specifications or vehicle build information for the mfal code on the PTS website (Detailed Vehicle Specifications). If mfal = WAFAC or WAFAB do not replace the TCU, engineering is currently investigating this condition. Inform customers Ford is developing a software fix that is expected in early March. In the interim, let the customer know they can continue to drive the vehicle and schedule a follow-up appointment with the customer for early March. Monitor OASIS for updates.
• 10184634Some 2015-2019 MKC and 2016-2019 Explorer vehicles equipped with a 2.3L engine may exhibit a vibration/rough idle when the vehicle is in DRIVE or REVERSE. The vehicle may also exhibit a lack of engine revolutions per minute (RPM), lack of acceleration on take off and/or shudder while driving. This may be due to the torque converter overheating causing damage to the torque converter as well as possible internal damage to the transmission. To correct this condition, follow the Service Procedure steps to replace the torque converter and specified internal transmission components that may have been damaged.
• 10181931Some 2018-2020 Ford and Lincoln vehicles may exhibit inoperative remote features via the Ford Pass/Lincoln Way mobile app, incomplete user authorization, no modem electronic serial number (ESN) displayed or DTCs U2100 and/or B156D in the telematics control unit (TCU). These symptoms may persist even after performing a TCU software update and/or replacement. To correct this condition, start a new session with the latest version of the appropriate diagnostic scan tool and perform a PMI on the TCU. If issues persist, open a hotline assistance request and include the IDS version (if applicable) used to perform the PMI and the Authorization Status PID value in the TCU datalogger. For claiming use causal part 14H092 and applicable labor times in Section 10 of the Service Labor Time Standards (SLTS) Manual.

• 10180428Some 2009-2020 Ford and Lincoln vehicles equipped with turbochargers may exhibit an oil leak from the turbocharger oil supply or return tubes, O-rings or 6.7L pedestal gasket. Although oil may collect on the turbocharger, it is very rare for a turbocharger to leak oil. To isolate the source of the leak, refer to Workshop Manual (WSM), Section 303-00 General Information > Diagnosis and Testing > Engine > Engine Oil Leaks - Fluorescent Oil Additive Method procedure. When an oil leak is present at a turbocharger oil supply or drain tube, remove the affected oil tube and inspect for damage, and replace the O-ring seals, pedestal gasket or oil tube as required. Refer to WSM, Section 303-04. For claiming, use the affected oil tube or pedestal gasket as the causal part and applicable labor operations in Sections 6 and 9 of the Service Labor Time Standards (SLTS) Manual.
