CRITICAL COMPLIANCE DEFECT REPORT: MANUFACTURER VIN REPORTING & PART 565 NON-COMPLIANCE I am filing a formal vehicle asset complaint against the manufacturer, Harley-Davidson Motor Company, Inc., regarding a flagrant violation of Federal VIN standards under 49 CFR Part 565. I am the original owner of a vehicle purchased brand new from an authorized dealer. The 17-digit Identification Number physically stamped into the metal frame neck at the assembly plant is: [XXX] (denoting a 2015 "F" structural model year). However, the master dealer invoice and resulting state title paperwork were issued with an "E" in the 10th digit ([XXX]). Harley-Davidson's internal database completely omits the physical "F" frame VIN stamped onto the vehicle. It returns as an invalid vehicle, making the physical asset an unregistered, untraceable "ghost" in commerce. I initiated formal Corporate Case #[XXX] requesting an internal factory build-manifest audit to validate this physical frame string. A Harley-Davidson customer service leader verbally called me and officially refused to assist, refused to audit the factory archive, and explicitly refused to provide any written documentation or findings, leaving a consumer with an unverified, legally compromised vehicle identity. This constitutes a manufacturer defect in vehicle tracking and reporting. I request a regulatory review of Harley-Davidson’s compliance records for sequential frame build [XXX] out of the York, PA plant (Plant Code B) to force a data correction.
