BMW of North America, LLC (BMW) is recalling certain model year 2002-2005 MINI Cooper and Cooper S vehicles and 2005 Cooper and Cooper S Convertible vehicles. The affected vehicles may experience temporary or permanent loss of the electro-hydraulic steering assistance.
Risk and remedy
Risk
If the vehicle experiences a loss of power steering assist, extra steering effort will be required at lower speeds, potentially increasing the risk of a vehicle crash.
Remedy
MINI will notify owners, and dealers will inspect the electro-hydraulic power steering system, replacing the components and wiring, as necessary, free of charge. Interim notices were mailed to owners on December 10, 2015. Owners will receive a second notice when remedy parts become available. Owners may contact MINI customer service at 1-866-825-1525.
On certain passenger vehicles, the flat tire monitoring system has not been correctly programmed. in the event of a flat tire, an audible signal will not sound to alert the driver to a flat tire.
Risk and remedy
Risk
Due to the lack of an audible signal, the driver may not be aware of a flat tire, which could increase the risk of a crash.
Remedy
Dealers will reprogram the vehicle's software in order to actuate the flat tire monitoring system's audible signal. the recall began october 13, 2004. owners should contact MINI customer relations at 1-866-275-6464.

TL* the contact owns a 2004 MINI cooper s. The contact stated that while driving at attempting to make a turn, there was an abnormal grinding sound coming from the steering column. The contact also stated that there was a power steering fluid leak present. The failure was intermittent. The vehicle was taken to MINI of stevens creek located at (4201 stevens creek blvd, santa clara, ca 95051), and diagnosed. The contact was informed that the steering pump needed to be replaced. The vehicle was not repaired. The manufacturer was notified of the failure. The approximate failure mileage was 156,000.

All models from 2005 onward have been recalled, yet earlier models have the same problems with non functioning airbags. The airbag warning light IS on continually, and there are known problems with wiring, pressure mats and connectors in these vehicles. BMW IS intentionally ignoring these issue. My own personal vehicle has this problem and as a government mandated safety device I believe that earlier models of MINI coopers should be included in the recall!

The power steering in my 2004 MINI cooper s failed last month, prompting me to research ways to fix the vehicle online. I found that MINI USA had issued a recall on my car, but was informed by the dealership and then MINI that my vin number did not fall among those vehicles recalled. I'm wondering whether MINI appropriately limited their recall considering my vehicle has the same problem that prompted the recall, and falls within the same model and year range. I think the department should investigate whether to expanding the recall.

The airbag light IS on for the passenger side pressure mat but the dealership indicates there IS no open recall on this particular car even though many cars with similar problem were recalled. Scan tool indicates passenger side pressure mat. The dealership indicated this model was outside of the recalled vins. We don't know whether the airbag would work or not if it were needed.

After that, I noticed that same day that my battery was drained when I was leaving from work. I got a jump but then it happened again when I stopped for groceries. I figured something must be wrong with the battery (which IS fairly new) or the alternator. I took my car to a shop and they diagnosed the battery and the alternator was fine. But they also said there was a strange noise coming from my power steering pump. I bought power steering fluid thinking that was the reason, but after I poured some its still the same. I started researching and I found out a lot of people are having this same issue and its a defective issue for this MINI generation. *tr

3 months ago I became aware of a fault in my MINI cooper 2004 regarding the power steering cooling fan. Steering had become overly difficult, and after taking the vehicle to my usual mechanic and then BMW, this was found to be defective. I then discovered the issue had been the subject of an unofficial recall by MINI USA (BMW), and took the car to the nearest dealership, in beverly, ma, a round trip of 200 miles, to have the item fixed. after this, the car became hard to control on curves. It appears the failure of the power steering cooling fan put undue strain on the steering knuckle, and at 80,000 this has become prematurely worn. Consequently, the vehicle IS very hard to handle properly on turns, and IS becoming a safety issue. for three months my mechanic has been trying to secure this part from MINI USA to no avail. Meanwhile my car IS becoming more undrivable by the day. this part IS an essential component of the safety of the vehicle. I have petitioned BMW for an answer, and after two weeks of people avoiding the issue, it seems the part remains unavailable. MINI usa(bmw)'s best response was to ask me to drive back to ma to have the car looked at, which point they may offer me a loaner. But this IS beside the point: aside from not providing an essential component that affects the safety of the vehicle, they want me to waste a day driving to ma, then pay the dealer's over-inflated service charges, because they made it clear on the phone they will not sell this part to non-mini repair facilities when it finally does arrive (there IS still no date for this, by the way). Essentially they are covering up an issue by keeping the matter in-house, failing to provide a component, and forcing customers to drive hundreds of miles and use only their facilities. I was not made aware of the design defect (documented by dot) of the steering pump until I researched the steering issue and discovered there was an 'unofficial' recall to fix the pump. my complaint IS that for two months, BMW USA still has the steering knuckle on back order. Meanwhile my vehicle IS becoming harder to drive and will soon be a safety concern. it IS imperative that dot force BMW USA to make this part available immediately because it IS a crucial component in the safety of the vehicle. *tr

TL* the contact owns a 2004 MINI cooper s. The contact noticed that the vehicle's air bag warning indicator was constantly illuminated and both front windows hesitated to roll up and down. Also, the air bag indicator would illuminate when the front seat belts were buckled or unbuckled. The dealer stated that there was a positive cable in the fuse box that malfunctioned. The contact was informed that the failure could destroy the electrical system, cause a fire, and keep the air bag from deploying in a crash. The seat belt buckles were repaired, but the failure recurred. The dealer also discovered that the cable was being stretched and the center switch pack case was separated, which could cause the windows to detach from the vehicle while driving high speeds. The vehicle was not repaired and the manufacturer was not notified. The approximate failure mileage was 124,500.

I was told today that the sensor IS bad and will cost $1600 to fix, which includes completely replacing the entire passenger seat. My mechanic says that the air bag will not deploy in the event of an accident. this IS most concerning. obviously, the default should be for the airbag to deploy. what if I am in an accident and my passenger IS gravely injured (or killed!)?? unacceptable! I have read that BMW has issued a recall for BMW models with a similar problem. I submitted the reimbursement request and received the return receipt on june 10, 2013. since then I have attempted to reach to MINI customer relation by phone (1-866-275-6464) 4 times and still have not received the reimbursement. It happened several times and in may 2013 I received MINI recall/extension of warranty letter and called MINI dealer in sacramento ca and they put me to the recording machine, where I left a message regarding extension of warranty by MINI and to schedule replacement of power steering - no reply. I was shown what the issue was with the tires & took a photo on the nipples. I was charge other install fee. The other tires that I pick were the same cost yokohoma s which the car had before with zero issues. all the tires could not keep the same tire pressure which caused the car to drive poorly. The Office of Defects Investigation (ODI) originally opened the investigation of loss of power steering assist in model year (MY) 2004 and 2005 Mini Cooper as Preliminary Evaluation PE10-038.The investigation was upgraded to Engineering Analysis EA11-005 in May, 2011.During EA11-005 the scope was expanded to include MY 2002 and 2003 vehicles that use the same steering system.The subject vehicles now include MY 2002, the first year BMW sold MINI in the U.S., through mid-MY 2005 covering approximately 109,000 vehicles.The subject vehicles use an electrically driven pump to provide hydraulic pressure to a conventional rack-and-pinion steering gear.A pump, the electric motor, and an electronic control unit (ECU) are housed in a single component BMW calls a Power Pack.The investigation focused on contaminant-induced failure of the ECU resulting in a loss of assist without warning.When assist is lost mechanical steering is retained however increased steering effort is required to keep the vehicle on an intended path.Some consumers reported that restarting the vehicle (cycling the ignition switch) would often reinstate the steering assist.Additionally, and by design, assist can also reinstate during the drive cycle in limited circumstances.The unexpected loss of assist, and/or possibly the reinstatement of assist while driving, may contribute to a loss of vehicle control in certain driving situations.During MY 2005 production BMW introduced a revised Power Pack design (the ECU incorporated a conformal coating of the circuit board) which resulted in a significant reduction in failures.ODI identified 20 reports describing crashes consistent with a loss of power assist event possibly caused by a failure of the Power Pack.Two reports alleged an injury however both were minor in nature and did not require emergency treatment (a subsequent doctor's visit occurred in one case).Ten of these reports described low speed crashes with minimal, or in most cases no property or vehicle damage (e.g., striking a movable barrier in a parking lot).Additionally 27 other reports alleged or indicated that a crash occurred due to a Power Pack failure however in reviewing these reports, ODI either 1) was unable to confirm that a crash actually occurred (8 reports), or 2) determined that the crash circumstances (e.g., adverse road/weather conditions) or cause (e.g., the crash was caused by steering linkage failure) were not attributable to a Power Pack failure (19 reports).Throughout the investigation BMW maintained that loss of assist in the subject vehicles did not constitute a safety related defect, noting that the subject vehicles are smaller, light weight vehicles that can be reasonably controlled when assist is lost.In May 2013 BMW launched a 13 year/150,000 mile extended warranty coverage utilizing the redesigned Power Pack as a replacement part.ODI continued its investigation.In July 2014 BMW provided ODI a status of the ongoing extended warranty program, and in May 2015 ODI requested an update of complaint data.Following a review of the provided data, ODI informed BMW of its assessment that loss of steering assist failures were not adequately resolved by an extended warranty program.On October 12, 2015 BMW notified NHTSA that it would conduct a safety recall (15V-660) on approximately 86,000 subject vehicles not previously remedied with the new design Power Pack through regular or extended warranty programs.The recall covers MY 2002-2005 MINI Cooper, MY 2002-2005 MINI Cooper S, and MY 2005 MINI Cooper/Cooper S convertibles manufactured through Feb 9, 2005.Vehicles produced after this date are not included si

ODI has received 339 complaints alleging an unexpected loss of power steering assist while driving the vehicle.When the power steering assist stops working, drivers experienced difficulty in steering and/or controlling the vehicle.According to BMW drivers may experience either a temporary or permanent loss of power steering assist.BMW further advised that a temporary loss of power steering assist may be due to a malfunctioning cooling fan or an under-voltage condition in the power steering system.A permanent loss of power steering assist may be due to an error in the internal electronics, and may also result in the continuous running of the power steering pump.The VOQ complaints allege 5 minor crashes and 3 fires.The crashes are described as hit the curb.The fires are described as melted wires. There were no property damage claims.ODI has received similar complaints for other model year Mini.Additional information is required to evaluate the frequency, consequence, and scope of this issue.Accordingly the investigation has been upgraded to an Engineering Analysis (see EA11-005).

Breakdowns due to an empty battery or problems in the vehicles electrical system can have various causes, most of which are not due to the battery itself. For this reason, a battery replacement will permanently eliminate the problem only in the rarest of cases. The energy diagnosis test module helps to localize these causes. This document covers important information for the dealer on how to handle discharged battery complaints. Without performing the energy diagnosis test plan, the root cause of a discharged battery cannot be identified. In order to properly repair the vehicle the first time, it is very important that the diagnostic test plan is performed to completion; with all results taken into consideration.

Water which IS allowed to enter the vehicle at the top rear edge of the door IS not able to drain out through the bottom of the door seal.
