On certain MINI vans, the clockspring assembly may have been wound incorrectly during the vehicle assembly process.
This condition will manifest itself through illumination of the air bag warning lamp, and could eventually result in a driver's air bag open circuit, if the part IS not replaced in a reasonable amount of time.
Dealers will replace the clockspring assembly on all vehicles with 70,000 miles or less. an extended lifetime warranty will also be placed on this component for all affected vehicles, regardless of mileage. daimlerchrysler will also reimburse owners who have paid to have the clockspring replaced on their vehicles. owner notification began november 18, 2002. owners who take their vehicles to an authorized dealer on an agreed upon service date and do not receive the free remedy within a reasonable time should contact daimlerchrysler at 1-800-853-1403.
Vehicle description: MINI vans built with 3.3L and 3.8L engines have fuel rails with nitrole rubber o-ring seals that can degrade over time. fuel leakage from the underhood fuel injection fuel rail could result, increasing the likelihood of a vehicle fire.
Fuel leakage in the presence of an ignition source can result in a fire.
Dealers will install a seal on the vehicle fuel rails to prevent external leakage of fuel from the fuel rail crossover tube, should the existing o-rings continue to degrade. owner notification began on january 25, 2002. due to the large quantity of vehicles involved in this campaign, the owner notification will be phased over the next several months. however, if a vehicle IS leaking fuel from the o-rings, the vehicle should be taken into a dealer to have this repaired as soon as possible. owners who take their vehicles to an authorized dealer on an agreed upon service date and do not receive the free remedy within a reasonable time should contact daimlerchrysler at 1-800-853-1403.
Vehicle description: minivans. fuel can leak from the fuel tank at the interface of the fuel pump module attachment.
If a fuel leak occurs in the presence of an ignition source, a fire could occur.
Dealers will replace the fuel pump module attaching nut with a nut that includes tighter design tolerances. the sealing o-ring will also be replaced.
Vehicle description: MINI vans equipped with integrated child seats. the shoulder harness restraint on the integrated child seat can become difficult to extract when the safety belt latch plate becomes contaminated.
This can cause difficulty in releasing a child from the restraint.
Dealers will clean the latch mechanism. an extender will be added to the emergency release anchor for the child seat safety belts so that the release clips are more visible and accessible to the operator in the event that the retractor mechanism can not be unlocked. in addition, an instructional owner's manual supplement card will be provided.
Vehicle description: multipurpose passenger vehicles equipped with integral child seats. this IS not a safety recall in accordance with federal regulation 573. however, it IS deemed a safety improvement campaign by the agency. on the integral child seat, the shoulder belts restraining the child retract and lock in place after the belt buckle IS…
The latch plate located in the seat cushion area must be free to move back against its stop after the buckle IS removed to allow the shoulder belts to be pulled out. always be sure the area around the latch plate IS free of food or other items that might prevent the latch plate from moving back.
Owners are being provided with a video tape and 2 harness clips. the video tape instructs owners on the proper use and maintenance of the child seats.
The bolts which secure the integrated child seat modules to the seat frame can break.
In the event of a vehicle accident, the child seat may not provide adequate protection to the occupant.
Dealers will replace the integrated child seat module bolts.
A static electric charge can build up on the ungrounded metal section of the fuel filler tube.
This condition could cause a spark to occur when fueling the vehicle and possibly ignite the fuel vapors.
Dealers will install a ground strap for the fuel filler tube.
In certain vehicles, the engine cylinder head oil galley plug does not seal properly and engine cylinder head oil IS not adequately retained.
Inadequate sealing and retention of the plug can result in oil leakage which could cause a fire in the engine compartment.
Dealers will install an expansion plug and retaining bracket over the cylinder head oil galley plug.
The fuel tank rollover valve can allow fuel to pass into the vapor canister resulting in the potential for fuel leakage.
Fuel leakage increases the potential for a vehicle fire.
Dealers will replace the fuel tank filler tube with a filler tube that has an additional rollover valve. The associated rollover valve vapor hoses will be rerouted.
The bolts which secure the rear bench seats to the seat risers may be embrittled and fracture.
In case of an accident, the bolt may fail and can cause the seat to break away from the seat risers, which increases the potentialof injury to its occupants.
Dealers will replace the rear bench seat to riser bolts.
Chrysler dealers will replace both child seat assemblies with revised seats containing retractor improvements. The revised seats will also increase child comfort by incorporating protective seat belt wraps to prevent belt chafe.

My husband was driving his 1996 plymouth voyager van when the engine started racing. He was pulling into a parking spot, and when he tried to stop the van, the brakes could not stop it, and it hit a car in front of it. He put it into reverse, and it kept going forward and hit the car harder. He took the van to a mechanic who ran a diagnostic test on it, and they could not find the cause of the problem. *Tr
We had a 1996 plymouth minivan that has been giving us problems with electrical and engine. It wouldn't shift, the cruise control would stick, the battery would be drained even though nothing was left on. On tuesday, dec. 9TH 2008 we moved our van to clear our driveway of snow. Within 10 minutes it started on fire in the dash. Somewhere near or in the glove box. The van IS a total loss due to the fire department having to use high pressure water, fire extinguisher, cutting wires and fire/smoke damage. *Tr
Tl*the contact owns a 1996 plymouth voyager. since november of 2003, the transmission has been replaced three different times. after purchasing a brand new transmission, it failed again the very same day and needed to be replaced again. the contact has had the top half of the engine rebuilt. the vehicle IS stuck in drive and will not hold fluid. the front windshield wipers activate without a power surge in the vehicle. in addition, the rear bolts keep coming out of the shocks. the contact has taken the vehicle to have the bolts tightened three or four times. the engine IS ticking and smoking. the serpentine belt slips off if it gets even slightly wet from snow or rain. the check engine light sporadically flashes on and off or constantly remains illuminated. the air conditioner was completely serviced; however, it cannot be used because of the transmission failure. the current mileage was 155,000 and failure mileage was 116,250. update 09/10/08 *cw updated 09/15/08. *Jb
Tl*the contact owns a 1996 chrysler voyager. after purchasing the vehicle, the defogger failed to operate normally. the driver had to stop the vehicle in order to clean the windows. there have been several failures with the vehicle since it was purchased. the engine was rebuilt and the serpentine belt was replaced on five occasions. the steering was replaced incorrectly by a dealer and was authorized by the manufacturer to be replaced. the brakes and the heating system were replaced under the extended warranty; however, the brakes were replaced four times. the contact was charged $100 per visit. invoices are available if needed. a complaint was also filed with the state attorney general. the contact IS disabled and aware of the safety risk involved in the numerous vehicle failures. on march 27, 2008, the dealer replaced the manifold and cylinder. on april 14, 2008, while making a right turn at approximately 30 mph, the steering wheel locked. the vehicle was towed back to the dealer. the dealer stated that they really care about their customers and would be willing to do a buyout. the powertrain was unknown. the failure mileage was 68,000 and current mileage was 80,995.
I own a 1996 plymouth voyager and on this min van the wipers act very erratic. They work when they want. Sometimes they won't shut off and other times they will not come on at all or stop right in the middle of your view. I also have an issue with the serpentine belts popping off the drive line leaving you with no power steering or power brakes and completely disables the vehicle. I also experience issues with the rear shocks. The bolts come loose and detaches the rear shick from the van leaving it quite uncontrollable while driving. All 3 issues happens on many occasions. All 4 of these defects make this van very dangerous to drive or travel with. Currently my van IS sitting in my drive with a bad transmission. I have owned the van for 5 years now and in 5 years I have blown 3 transmissions. *tr
Dt*: the contact stated after the vehicle was parked, an odor of gasoline was noticed and a puddle was seen under the fuel tank. An independent mechanic inspected the fuel tank, confirmed the leak and informed the contact of recall# 69v002000. The vehicle was taken to a service dealer where the gas tank was replaced. The contact noticed another leak from the fuel tank and returned the vehicle to the service dealer, who refused to fix or replace the tank as the warranty had expired. The manufacturer was notified.
Front strut tower corrosion perforating attachment surface on 1996 chrysler grand voyager. Attachment point deteriorates causing the front suspension to collapse making the vehicle unable to steer causing collision with another vehicle or object unavoidable. *nm
This IS no events leading up to this yet. I own a 1996 plymouth voyager SE, the strut towers on both driver and passenger side under the hood are rusting out. the tower have not been replaced yet due to chrysler telling me the parts for the fix are back ordered, and they do not know when the parts will be available. if one of struts where to come through, god knows what might happen. this seems to be affecting 96-00 caravans and voyagers, personally seen it and on-line forums. I have had different 96 and 97 with the same problem, have since sold them. *jb
Dt*: the contact states there IS a nhtsa recall campaign 02v293000, concerning the air bags. The manufacturer was contacted and gave verbal authorization to perform recall repairs. When the vehicle was taken to the dealer for recall repairs they refused to perform the work because the vehicle did not demonstrate the problems indicated in the recall. the manufacturer was contacted, and they agreed with the dealer that the recall work should not be performed if the vehicle was not showing signs of the defect. Because the recall work was not performed the contact felt the air bags may deploy without warning and cause an injury. *Ak
The headlight lenses on my 1996 plymouth voyager van are deteriorating. You could say they are fogging up. I looked at them with a magnifying glass and it looks like there are tiny cracks. It IS degrading the light emanating from the lenses to such an extent that night driving IS really dangerous. My brights are dimmer than most cars' low beams. *nm
Dt: the contact stated since the purchase of used vehicle the defroster did not work. without use of the defroster there was poor visibility. she took the vehicle to the dealer. the dealer has made several attempts to repair this problem. however, they have been unable to correct this problem. the manufacturer was contacted , and they offered no assistance. *ak updated 11/29/2005 - *nm
Dt: the contact stated there were several safety defects within vehicle. the service dealer attempted to repair the vehicle numerous times. there was a problem with the defrosting system, the air conditioning belt, heater core, and heater blower, they were all replaced. the replacement of these parts did not solve the defrosting problem. the steering column shook while driving at normal speeds. the dealer has not been able to diagnose the source of the steering vibration. there was a squeaking noise in the brakes. the dealer said this was normal because the vehicle was not in use for a long period of time. the dealer indicated the noise would end with normal use, but the noise continued. *ak updated 12/7/2005 - *nm
Dt: the left axle broke on 9-18-04. there was no warning before the left axle broke. the consumer was attempting to pull out from a stop light. the dealership was unable to determine the cause of the breakage. *ak *nm
The left strut tower on our 1996 plymouth voyager van was rusted out. The right tower appears to be in good condition which seems to be odd that one IS bad and the other IS fine. Makes me think that there was a defect in materials. I called the dealer that we bought the van from and he was aware of the problem. We were going to drive the van on a 2000 mile vacation and I wanted to be sure that it was safe to drive. He told me that he would look at it but that it was probable safe to drive. I happened to take it to a dealer that was closer by my work. The dealer said that it would be okay to drive and maybe I would want to get it fixed at a later time. The following day I then took it to the dealer I bought it from just to be sure. That dealer said that he had never seen one so bad and that he said that it was not safe to drive. After seeing that dealer I stopped at two different body shops, they both said that it would not be safe to drive. I had the towers fixed at one of the shops at a cost of $500 +. I have investigated on line and am now aware that this IS an on going problem with 1996 to 2000 voyager vans. I was very unhappy with the fact that one of the dealers thought that it was fine. I told him that we would be driving to yellowstone park. After having completed our trip I realize that if the tower had failed while I was driving in the mountains it could have caused an accident and the results could have been dangerous to my wife and three sons. *Jb
1996 plymouth grand voyager SE, headlamp lenses turn opaque when they age until they reach a point where it IS dangerous to operate the vehicle at night. I called a dealer and he said they are made of plastic and it IS up to the consumer to replace them at a cost of $558.00 ($279.00 each). I consider this a safety defect - the lenses should be made out of a material that does not degrade significantly with age. *Jb
Dt: the consuemr received a recall concerning clock spring in his 2000 dodge caravan. the consumer also owns a 1996 plymouth voyager which IS having the same problem as the caravan. the consumer believes the clocksping in the voyager IS also defective and believes it should be covered under the same recall as the caravan. the dealer indicated that the 1996 voyagrer was not included in the recall. Manufacturer has not been contacted yet. *Ak *nm
1996 plymouth voyager suddenly accelerated backwards while in reverse resulting in the vehicle hitting a parking meter and a curb sign post. *mr *nm
Dt: the consumer states that the strut towers rusted prematurely. It has been a problem for about 6 months. The consumer could hear the strut towers falling apart while trying to stop or hitting a bump in the road. The consumer can feel the problem when he IS driving. the consumer has taken the vehicle to chrysler dealerships and they can not repair this until there IS a recall without charge. The consumer IS going to have to buy the strut towers and fix them himself because he can't afford to have the dealership repair the problem. The consumer has called the manufacturer and they responded by telling the consumer that there was not a problem with the towers. This IS part of the front structure of the vehicle on the sub frame. *jb
Dt: the consumer stated the sliding door on the driver's side remained in the locked position. it cannot be unlocked with the key or from the inside. This IS a power door locking mechanism. the vehicle has not been to a service dealer, but he problem has been reported to the manufacturer. this component IS no longer under warranty. the consumer does not have the address for the dealership where the vehicle was purchased. *Ak
Dt: the consumer noticed a line of rust under the hood where the vehicle mounts to the body. front two struts mount into body where the plate corroded , and it will eventually push through. two weeks ago replaced one of the struts on the driver's side because it pushed through plates. Contacted plymouth , who was ignoring the problem.*ak the upper strut tower corroded. *Jb

This investigation IS closed.chrysler corporation has submitted a defect information report identifying a safety defect and outlining the proposed remedy.recall number 98v-185 has been assigned to this safety recall.
This engineering analysis was opened on january 31, 1997 based on information gathered during preliminary evaluation (pe), pe96-051. The pe was opened on august 19, 1996, to investigate allegations of fuel leakage from the area where the fuel pump/sending unit joins the fuel tank.for brevidy, this area will be referred to as the pump/tank interface.these allegations were first received by odi on august 2, 1996 while investigating allegations of chrysler minivan throttle shaft hand-up, and uncontrolled engine speed, in pe96-036.while discussing that issue with a fleet, it was alleged that at least 10(out of 40) 1996 early production chrysler minivans leaked fuel from the pump/tank interface.analysis of the complaint and warranty data indicate fuel tank leakage incidents in the subject vehicles predominatly affected early production vehicles.the data involving confirmed incidents of tank/pump interface leaks suggest that those failures have been declining since july 1996.odi has received no reports of the subject condition involving original equipment pumps and tanks since september, 1997.currently this isssue does not reqresent a continuing field concern.odi will continue to monitor the subject vehicles for fuel leaks of any type.a safety related defect trend has not been identified at this time and further use of agency resoured does not appear to be warranted.the closing of this investigation does not constitute a finding by nhtsa that no safety related defect exists.the agency reserves the right to take further action if warranted by the circumstances.
Cfas sent a follow-up letter on december 12, 1996, to change the intent of the petition to airbag aggressivity and deployment variability.nhtsa received the letter on 12/12/96; accordingly, the petition due day was changed to april 12, 1997.cfas petitioned the agency to conduct an investigation to determine whether the airbag crash sensor and/or deployment systems for the 1991-92 chevrolet corsica/beretta, 1990-92 ford taurus, and 1994-96 chrysler minivans are defective.cfas allege that information on low speed crashes here occupants have suffered fatal injuries suggests [that the above vehicles] have defective airbag crash sensor and/or deployment systems.
Analysis of known incidents indicates a declining trend over the last five calendar quarters.extensive testing of incident vehicles has failed to reproduce occurrences of full latch disengagement.no failure mode which could cause a properly latched door to lose full latch engagement while driving has been verified as a causal factor in any of the known incident vehicles during this investigation.a safety-related defect trend has not been identified at this time and further use of agency resources does not appear to be warranted.however, odi will continue to monitor complaint input for the nexy year and will request updated reports from chrysler during that process.the closing of this investigation does not constitute a finding by nhtsa that no safety-related defect exists.the agency reserves the right to take further action if warranted by the circumstances.
Odi continues to receive complaints alleging latching/retractor mechanism problems.chrysler's assessment of the problem indicates that owners of the vehicles are not adhering to the cleaning requirements for the seat.the seat appears to malfunction if crumbs of food or beverage residue accumulates on the latching tongue in thewell located between the child's legs.odi has 19 complaints of retract lockup.seven of these complaints report cutting the straps to remove the child.two of the seven consumers allege the child was choking.chrysler reports 60 owner/field reports which indicated 19 harnesses were cut to remove the children.additional information IS needed to fully assess the safety consequence of the alleged defect and to evaluate the chrysler corporation's rational for not conducting a safety recall campaign.
Analysis to date indicates that some of the subject vehiclescontinue to experience fuel leaks from the fuel tank at the sending unit interface.most often the leak involves the o-ring seal.
Chrysler maintains that the common factor contributing to known sliding door opening incidents IS prior incorrect dealer latch adjustment.chrysler attributes this problem to an inaccurate service manual procedure - sliding door latch/lock control, removal and installation.chrysler furnished information showing that six of its complaints, and two of odi's, involved vehicles that had undergone prior repairs to the affected sliding door.chrysler has addressed the problem by issuing two technical service bulletins.tsb 26-06-96, service manual revisions, was issued in june 1996 and includes a service revision (#81-370-6105a) correcting service manual sliding door repair procedures.tsb 23-39-96, sliding door(s) difficult to open from the outside and/or inside, was issued june 28, 1996.chrysler identified three design changes involving the subject components: (1)sliding door latch pawl spring force increased from 5.4 newtons to 8.0 newtons in september 1995 to enhance pawl rotation return to neutral position; (2)adjustable sliding door hinge implemented in november 1995 to reduce variation in sliding door fit; and(3)sliding door striker attachment holes revised in january 1996 to eliminate up/down adjustment of striker to improve installation process and reduce variability of alignment between latch and striker.at present, odi IS not aware of any incidents involving vehicles built in or after january 1996.odi has continued to receive complaints of sliding doors opening while the vehicles are in motion, including vehicles with no prior service history to the affected sliding door assembly.owners allege that the doors open anywhere from a few inches to fully open, at speeds ranging from 15 to 60 mph.odi has also received numberous complaints alleging difficulty in latching the subject sliding doors and/or difficulty in opening one or both sliding doors.
